Can I use my voip-enabled cell phone to make calls while traveling internationally?

It depends on your phone. If it’s a GSM (Global System for Mobile Communications) capable phone, then the answer is yes. Most of the rest of the world operates on the GSM standard, unlike the United States. Stateside, our mobile service providers operate under a number of different standards, most of which can’t be used on a GSM network. Check with your phone’s manufacturer to be sure.
